Yes, that's the gist of it. There are a few pre-existing organisms you can twist to your desires, or you can create your own brand new creature to mess around with. That's what Anabasis was created for: To give those with every level of creativity the ability to work with something.
And... Not at this moment, Chaos. You would need a LOT of complex genes to make something like that work. First you would need to find something with a nervous system, which doesn't actually exist at this point in time. Then you would have to find a way to parasitically invest yourself into its nervous system, a way to interface with it and a nervous system of your own to 'override' the signals being sent by the host, which would itself have to be very powerful. It can't simply blanket the brain and call it good.
You would have to also find a way to actually get nourishment from the host as well as be able to tap into its nervous system. Nerves don't exactly provide sustenance, after all: You would either have to feed on the host like some kind of burrowing fly which would eventually kill it, or find a way to extend the parasite down into the stomach/intestines/whatever to try and siphon off food consumed via host. That however requires a MASSIVE parasite, as it would have to span multiple systems of the body and be able to adequately sustain itself as well as sustain the host.
In other words... It would be a hell of a project on your part, but I suppose it is possible.
